Don is an independent risk-financing and captives consultant. He provides corporate and public sector clients with state-of-the-art risk financing advice and services.

These include captive and self insurance feasibility analysis, ART (alternative risk transfer) facility implementation and review services, and a wide spectrum of risk financing solutions.

Don's previous experience includes Senior Vice President -- Captives Consulting, at Willis, and Director, Risk Finance and Captives Consulting, at Aon. He was Managing Director of Product Development at Liberty Mutual Alternative Markets, and has over 30 years of experience creating alternative risk financing structures as a broker and consultant.

Don is an accomplished author and speaker. He wrote and edited IRMI's Risk Financing, a quarterly reference service published by the International Risk Management Institute in Dallas, Texas. Don also wrote and edited Financing Risk & Reinsurance, a monthly journal devoted to enterprise risk management, financial reinsurance, and the convergence of the insurance and capital markets. FRR was also published by IRMI.

Don's recent textbook, Guide to Captives and Alternative Risk Financing, was published by Summit Media (National Underwriting Company) in June 2013. The book covers every significant risk financing technique, including those available in the capital markets, e.g., derivatives and catastrophe bonds. Don is a frequent speaker at industry events such as RIMS, the Captive Insurance Companies Association (CICA) annual conference, and The World Captive Forum (WCF).

Don holds a Bachelor of Science degree from Towson University, as well as the Chartered Property Casualty Underwriter (CPCU), and the Associate in Risk Management (ARM) professional designations.

Don is particularly proficient in writing proposals and responses to RFPs. In his 30-year career, he has written countless proposals designed to secure insurance projects, and many RFP responses, winning the majority of the projects sought.

Specialties

Don's books are technical expositions on risk-financing structures and methodologies. His many journal and magazine articles, however, weave technical details and relevant observations, to create interesting, sometimes humorous, and often provocative pieces.

Don also writes humorous pieces, primarily parodies of conventional wisdom.

Interests

Don plays acoustic guitar and has done so for over 40 years. He is an accomplished sailor, and currently owns a classic Cape Cod Catboat.

Education

Towson University

Don spent 3 years in the US Army post high school; he was part of the final draft, and subsequently opted to serve 3 instead of the mandatory 2 years. He was in the Army from November 1972 to November 1975, stationed in Germany. During that time Don earned enough college credits through the University of Maryland such that he was able to complete his 4-year degree in 2 years.

While at Towson University, Don was the editor-in-chief of the Towson State Journal of International Affairs, a quarterly journal that published academic research papers by Ph.D candidates and postdocs.

The Institutes for Property and Casualty

The CPCU program is a 5-year course of study covering every type of insurance. It also includes basic actuarial techniques and insurance accounting.

The ARM program is a 3-year course covering risk control and risk financing, including techniques available in the capital markets (derivatives, options, etc.).
